Rates

The following is a summary of charges and fees for Water, Sewer and Drainage from the HILMAR COUNTY WATER DISTRICT CODE effective July 1, 2018.

I. WATER SERVICE CHARGES, FEES AND SURCHARGES RATES

Effective July 1, 2018

BASE RATES FOR WATER SERVICE CHARGES

The monthly Base Water Service Charge will be the sum of the Fixed Service Charges and the Volume Charges set forth below for all customers.

**Residential accounts such as Mobile Home Parks with multiple dwelling units on one meter will be charged by multiplying the number of dwelling units by the rate blocks shown under “Mobile Home Parks” above.

ADJUSTMENTS TO BASE WATER SERVICE CHARGES

Unless otherwise indicated, commencing July 1, 2014 the Base Water Service Rates and Charges described above shall be adjusted annually on the 1st day of July of each fiscal year by an amount equal to the percent change in the All Urban Consumers Index, U.S. City Average (ASCA), as supplied by the Bureau of Labor Statistics on the 1st day of January immediately preceding the July 1st date of adjustment, unless or until such time as new rates are set by the Board of Directors. 

 

II. SEWER SERVICE CHARGES, FEES AND SURCHARGES RATES

Effective July 1, 2018 

BASE RATES FOR SEWER SERVICE CHARGES

The monthly Base Sewer Service Charge for all Residential units will be the Fixed Charges set forth below. The monthly Base Sewer Service Charge for Commercial and Institutional customers will be the greater of the Fixed Residential Base Charges or the Volume Charges set forth below.

Residential/Commercial/Institutional

Monthly Sewer Charge**-----$27.25

**Residential accounts such as Mobile Home Parks with multiple dwelling units on one service will be charged by multiplying the number of dwelling units by the rate shown above.

ADJUSTMENTS TO BASE SEWER SERVICE CHARGES

Unless otherwise indicated, commencing July 1, 2014 the Base Sewer Service Rates and Charges described above shall be adjusted annually on the 1st day of July of each fiscal year by an amount equal to the percent change in the All Urban Consumers Index, U.S. City Average (ASCA), as supplied by the Bureau of Labor Statistics on the 1st day of January immediately preceding the July 1st date of adjustment, unless or until such time as new rates are set by the Board of Directors. 

 

III. DRAINAGE SERVICE CHARGES, FEES, AND SURCHARGES RATES

Effective July 1, 2018

The following drainage rates, charges and fees are assessed and payable pursuant to the Hilmar County Water District Drain Ordinance.

Base Drainage Service Charges

Type of Use

Single Family Residential-----$4.20 per Single Family Dwelling Unit

All Other Uses-----$4.20 for the first “Equivalent Single Family Dwelling Unit” plus $2.70 for each additional “Equivalent Single Family Dwelling Unit” as defined in Article VI of the Drainage Ordinance

Out of District UsersDetermined by Board on case-by-case basis.

ADJUSTMENTS TO BASE DRAINAGE SERVICE CHARGES

Commencing July 1, 2014 the Base Drainage Service Charges set forth above shall be adjusted annually on the first day of July of each fiscal year by an amount equal to the percent change in the All Urban Consumers Index, U.S. City Average (ASCA), as supplied by the Bureau of Labor Statistics on the 1st day of January immediately preceding the July 1st date of adjustment, unless or until such time as new rates are set by the Board of Directors. The amount of such adjusted Base Drainage Service Charges shall be computed as follows:

 

FACILITY AND CAPITAL IMPROVEMENT FEES

Effective July 1, 2019

Plus annual adjustment for any increases in the Engineering News Record Construction Cost Index as compared to such Index for January 1, 2020.

 

Sewer Facilities Fee

Single family residence                      $5,873.02**                Each lot actually developed or proposed as a single family residence.

Single family residence                      $6,823.88**                Each lot actually developed or proposed as a single family residence.                                                                                           

 

Payment of above fees is payable prior to, or within 30 days, of the adoption of any final resolution annexing the subject property.

 

Drainage Impact Fee

Single family residence                      $4,083.15**                Each lot actually developed or proposed as a single family residence.                                                        

Payment of fee is payable immediately prior to obtaining approval of the District Engineer to any Subdivision Improvement Plan or Final Subdivision Map; Upon annexation to any Special Drainage Zone of Benefit; Submittal to District of any application to connect to or utilize the drainage system.

 

Sewer Capital Improvement Fee

Single family residence                      $3,971.27**               

 

Water Capital Improvement Fee

Single family residence                      $5,649.28**

 

Sewer/Water Inspection Fee

Single family residence                      $   262.11**

 

Payment of above fees is payable when District issues a Can and Will Serve Commitment Notice prior to developer/builder getting Building Permit from the County.  An account for construction water on each lot will also be established at this time.  The fee for a water meter and its installation will also be payable.

IV. OTHER IMPORTANT BILLING INFORMATION

Monthly Billing Cycle: 

Each month, the District staff reads all customer water meters. The schedule for reading meters is between the 20th and 24th of each month. Water and sewer service charges (if applicable) are itemized and combined on the same bill. Please call our customer service staff with any questions regarding your account.

Past Due Notice Policy: 

Bills are mailed the last business day of the month. Bills are payable by the fifteenth (15th) of each month.

When payment is not received by the twenty-fifth (25th) of the month, a late charge of 1.5% of the balance due is added to the monthly charge.

When an account is thirty (30) days past due the billing statement is stamped PAST DUE.

When an account is sixty (60) days past due the billing statement is stamped with a SHUT OFF date of the fifteenth (15th) of the month.

Accounts not paid by the 15th are given a RED-TAG notice on their front door that states the water service will be shut off in forty-eight hours if payment is not received.

Accounts that are shut off for nonpayment must be paid in full plus a twenty-five dollar ($25.00) reconnection fee before the service is reinstated.
